Dem Sinn nach ja, in diesem Wortlaut nein. Der Gedanke steht an der Stelle On Providence, IV; die Ausgabe von Aubrey Stewart (1889) wird unten zitiert, und der Satz, wie er umläuft, stammt nicht von diesem Übersetzer.
Dem Sinn nach, ja. In Stewarts englischer Übersetzung von Über die Vorsehung (1889), Kapitel IV, steht der Vergleich vollständig: „that part of each man which he exercises is the strongest: so by endurance the mind becomes able to despise the power of misfortunes.“ Weder „strengthen the mind“ noch „labor does the body“, noch die Schreibung „labour“, ergibt eine Zeile in den 30 von 124 Gummere-Briefen, die wir haben, oder in den zehn Dialogen.
Das Kapitel liest Fortuna als Trainingspartnerin: „it is not cruelty, it is a struggle, in which the oftener we engage the braver we shall become“, und gute Menschen werden erschüttert, damit sie gestärkt werden. Gummeres Brief 13 nimmt den Gedanken vom anderen Ende her: Kein Faustkämpfer kann mit Zuversicht in den Kampf gehen, wenn er nie grün und blau geschlagen worden ist.
Die kursierende Maxime verdichtet dieses Kapitel; sie ist der Satz keines der beiden Übersetzer. Über die Vorsehung gehört zu den zehn Dialogen, die wir bei Stewart haben, und zu denen, deren Kapitel mit Baillards französischer Fassung übereinstimmen. Die Ausgaben sind unter Quellen beschrieben.
