In substance, yes; in this wording, no. The idea is at Meditations, VII, 67; George Long’s 1862 edition is quoted below, and the sentence as it circulates is not this translator’s.
Half of it. Book VII, chapter 67 does say, in Long’s 1862 translation, “that very little indeed is necessary for living a happy life”; the words “very little is needed” are a modern rewording of that clause. The second half, “it is all within yourself, in your way of thinking”, is in no chapter of the twelve books.
What follows in the text is not a theory of thinking. The chapter says that nature has left you the power of circumscribing yourself, that it is possible to be a divine man and be recognized by no one, and then, after the clause on the happy life, that despairing of dialectics and natural science is no reason to give up being free, modest, social and obedient to God.
The sentence that circulates keeps the attested clause and completes it with one that is not there. The chapter is in Book VII, Book VII.
