Not Marcus Aurelius. The earliest source we can name is George Long, “The Philosophy of Antoninus”, the essay printed before his 1862 translation of the Meditations, l. 2001–2003 of the Gutenberg text (ebook 15877), summing up Book XII, chapter 1; the wording was searched in the author’s editions and not found there.
The sentence is George Long’s, not Marcus Aurelius’s. It sits at lines 2001–2003 of the Gutenberg file, inside the essay “The Philosophy of Antoninus” that Long printed before his translation, and it reads in full: “It is not death that a man should fear, but he should fear never beginning to live according to nature (xii. 1).” The words are the translator’s summary of a chapter, with the chapter number in brackets.
The chapter itself, Book XII, chapter 1, says the idea in other words: “if thou shalt be afraid not because thou must some time cease to live, but if thou shalt fear never to have begun to live according to nature—then thou wilt be a man worthy of the universe which has produced thee.” The circulating quotation drops “according to nature”, which is the whole point of the chapter, and keeps the translator’s phrasing.
So the idea is in Book XII; the sentence is Long’s, 1862.
